AM’s Emergency Management Program serves as a collaborative and scalable arm for state and local governments to plan, prepare, respond, and recover from situations exceeding capabilities.
FEMA’s National Response Framework defines a disaster as one that exceeds the response capability of the local jurisdiction and requires State, and potentially Federal, involvement. Many organizations and agencies that normally are not involved in emergency response become responsible for specific response and recovery efforts which can confuse and burden normal operations. While planning and preparedness are crucial tools in assuring the best response effort of a local jurisdiction, when a disaster strikes—help is needed.
